Anggota DPR Mewakili Siapa?

  Membaca hasil penelitian  Centre for Strategic and International Studies  (CSIS) bahwa mayoritas masyarakat tidak mengenal wakilnya di DPR atau 81,1 persen responden mengaku tidak mengenal anggota DPR dari daerah pemilihannya masing-masing (Kompas.com, 1/12/13), membuat saya tergerak untuk menuliskan artikel ini. Harapannya artikel ini dibaca oleh anggota DPR, DPRD, maupun caleg yang saat ini sedang berlomba-lomba untuk mendapatkan kursi terhormat sebagai Wakil Rakyat. Sekitar akhir tahun 2012 lalu, saya terhenyak ketika mendengar salah satu anggota DPR berbicara secara personal ke saya bahwa dia tidak pernah tertarik untuk bertemu dengan konstituennya di daerah pemilihan, bahkan anggota DPR itu berkata tidak ada manfaatnya ketemu konstituen, tidak ada manfaatnya berdiskusi dengan mereka, kalaupun bertemu konstituen lebih baik komunikasi satu arah, karena mereka itu bodoh, tahunya hanya minta uang.   Artikel  ini adalah artikel tanya jawab dalam Laporan Khusus (Lapsus) M ajalah Edents  bulan  No. 20/XXXVIII/2014  Fakultas Ekonomi Universitas Diponegoro, E disi  “ Menerawang Indonesia Pasca MDGs ” yang kebetulan saya menjadi narasumbernya.   In his speech to the House of Representatives on Aug. 15, President Susilo Bambang Yudhoyono claimed that his administration had successfully implemented pro-poor policies and programs. He stressed the progress made in Indonesia’s development, citing a number of macro-economic indicators, especially the country’s resilience during the global economic crisis in 2008. He reminded the House that Indonesia’s economic growth rate in 2009-13 was higher than that of the United States, Europe and Japan during the same period, and in the first semester of 2014, Indonesia’s economic growth remained the highest after China among the members of the G-20. A Critical Review of Decentralising Education in Indonesia; An article by Stein Kristiansen and Pratikno By: Agung Wasono Introduction Decentralising Education in Indonesia is an article published in 2006 by Stein Kristiansen and Pratikno. Kristiansen and Pratikno begin their article by giving the picture of Indonesia’s decentralisation reform which began in 2001 as an impact of multidimensional crisis in Indonesia in 1997 and 1998. In this article, Kristiansen and Pratikno (2006) explore the impact of the decentralisation era in Indonesia, especially on the quality of primary and secondary education. The Role of Evidence in Policy

  Nutley, Walter and Davies (2009: 8) state that the scope and accuracy of research in policy is usually the subject of competing opinions [1]  and claims [2] , but the debate is often not so much about whether research has been used, but more about how it has been used. This is important to note that the argument given by the writers should be understood with the foundation that what constitutes the nature of research is broad and there is also no specific definition about research (Court, Hovland & Young 2005, cited in Nutley, Walter and Davis 2009: 2). In my evaluation, the argument given by Nutley, Walter and Davies above is true. I agree with the overall statement. However, we need to be more careful to define whether something is real public opinion or just merely interest groups’ opinion. Using another perspectives (for example political perspective) to understand the broad discussion on public policy is also important.        ...

Randomised Controlled Trial: The Gold Standard?

  In designing applied social research by experiment, researcher can choose to use either randomised experiments or quasi-experiments (Hall 2008: 82). Randomised experiment – often called randomised control trials or RCT (Wade 1999 and Bryman 2008: 36) – was initially used in natural science research but know it becomes common research method use by social scientists (Bryman 2008: 35-37 and Hall 2008: 82). Stolberg, Norman and Trop (2004: 1539) state that the history of the RCT began long time ago in 600 B.C. by Daniel of Judah when he conducted clinical trial to assess the effect of vegetarian diet. The RCT is a study in which people or participants are allocated at random to receive one of several interventions or treatments (Stolberg et al 2004: 1539).
